Is Ecuador pet friendly? I read that there are Jaguars roaming around. Was wondering if Cats and Dogs were safe?

Not true, i think thats someone trying to scare you. Ive never seen a jaguar roaming around except for maybe in the deep Amazon region.

“Is Ecuador pet friendly?” Yes and no. Depends where you live and what you mean by “pet friendly”. Is NA pet friendly? Yes and no. Depends… etc.
In coastal Ec. many (most?) dogs are fishing dogs. They’re obviously owned but fall short of what one might call ‘a pet’. They clean up fish scraps, raise alarm for strangers, openly breed, and pack with their own little dog society and hierchy. They’re not a nuisance and sleep in or near a home at night. I’ve seen the same thing in various places across NA. There’s also family-member dogs on the coast. They’re loved and fed daily, and both understand and participate in the less civilized dog society.
As for jag’s gunnin for your fluffy or fido, our dear kitty was taken by a coyote last year in US. We now keep a special close eye on our tiny pups when it’s dark out. IMO, Ec is actually safer in that regard.
