I will be bringing in building panels for house construction, from the USA.
Import Duty…is that figured on the weight of the material or the dollar value of the product?

Import duty is solely based on the TYPE or CATEGORY of the product… if the product has a local industry be prepared to pay tariffs, if not, or if you are bringing a limited amount for personal use, you are probably OK and won’t have to pay much duty…
But this would be best to check on beforehand with a customs agent here in Ecuador.
